In IMO terms (International Maritime Organization) Angola is not included in the white list of countries complying with international standards and practices. To be allowed to work on board the many foreign vessels operating in Angolan waters our local seafarers must be certified by an internationally compliant maritime authority.
To improve the maritime skills of these local seamen while providing them with the necessary international certification EMPM has embarked on a collaboration programme with Cape Town-based (South Africa) training centre STC-SA. Since 2017, STC-SA established a partnership with EMPM Ship Management Lda to provide a range of Standard of Training and Certification of Watchkeepers (STCW) training courses in Luanda under the Republic of the Marshall Islands (RMI) Maritime authority accreditation.

In addition to the STCW training programmes, in the following non-STCW training programmes are also able to be facilitated in Luanda.

For this year 2020, Maritime English training will also be held in Luanda.

IMO recognizes the importance of human resources for the development of the maritime industry, and English is one of the ways to train seafarers to better exercise their duties. For this year 2020, Maritime English training will also be held in Luanda. Despite a government-backed angolanization programme aiming at replacing expatriate crews on board of these foreign vessels operating in the country, a lack of skilled and duly certified seafarers is often used as an excuse by the operators not the meet their local obligations. Our main goal is to demonstrate that such skills do exist and that they can be obtained in Angola, avoiding expensive travel to foreign training centres. Our second priority is to offer these courses at an affordable cost, empowering young seamen to grow in this exciting line of work.
